REPORTS OF COMMITTEES APPOINTMENTS COMMITTEE: (Oral Report) CITY PROPERTY COMMITTEE 048-10. Paul Myzyka, Trustee of 774 Crawford St. Realty Trust, to remove the restrictive covenants recorded on the property located at 774 Crawford St., as clarified in enclosed petition. (Be Given Leave to Withdraw) FINANCE COMMITTEE: 064-10. ORDER: That there be and hereby is transferred the sum of $344 to CITY CLERK PERSONAL SERVICES from CITY CLERK EXPENSES. (Be Adopted) 065-10. ORDER: That there be and hereby is transferred the sum of $258 to HUMAN RESOURCES PERSONAL SERVICES from HUMAN RESOURCES EXPENSES. (Be Adopted) 066-10. ORDER: LOAN ORDER: That $1,100,000 is appropriated for the purpose of financing the following drinking water project as outlined in the enclosed Order. (Be Adopted) 067-10. ORDER: That the City of Fitchburg accept the gift of up to $5,000 in cash or in-kind services from various individuals and businesses, for the purpose of renovating “Pocket Park” to be named and dedicated “Emile J. Goguen Park” (Be Adopted) 079-10. ORDER: That the City of Fitchburg approve the expenditure of funds from the VAWA (Violence against Women Act) Stop grant in the amount of $21,100, from the MA Executive Office of Public Safety and Security, for purposes of said grant. (Amend to an amount of $21,200) (Be Adopted as amended) VII. ORDERS AND RESOLUTIONS 054-10. ORDER: Amending Loan Order #171-09 School Roof Renovations $700,000 to include Roof Renovations and Other Repairs at Various Schools. (Final Reading) (Roll Call Vote) 083-10. RESOLUTION: Supporting the proposed changes to the “Bottle Bill”. 084-10. ORDER: That the City of Fitchburg shall impose a municipal charges lien on any sewer connection fees set under Chapter 147 of the Code of the City of Fitchburg or water connection fees set under Chapter 177 of the Code of the City of Fitchburg. 085-10. ORDER: Appropr. the sum of $70,000, same to be credited to FIRE PERSONAL SERVICES and charged against AVAILABLE FUNDS. 086-10. AN ORDINANCE: Amending Chapter 40, section 40-24 by adding a new section E RE: Deputy Chief. (Final Reading) 091-10. AN ORDINANCE: Amending Section 181.833 “The Mill Conversion Overlay District” by adding to the list of parcels in the Mill Conversion Overlay District, the following parcels (see enclosed Ordinance). (First Reading) IX. PETITIONS 092-10. Fred Guertin, Airport Manager, for the Airport Commission, to petition the City Council to authorize the Mayor of Fitchburg to sign Grant Assurances with the State and Federal Governments as according to the Five year capital improvement plan which has been approved by the FAA and Mass DOT Division of Aeronautics. The City is scheduled to receive over $16,000,000 in grant money. (Finance Committee) 093-10. Thomas R. Caputi, City Assessor, to Amend Chapter 23 Residency requirement of the Code of the City of Fitchburg, by deleting it in its entirety. (Current Ordinance attached). (Legislative Affairs) 094-10. Councillor Kevin T. Starr, to correct the drainage problems on Marshall St. from Victor St. to Essex St. (Public Works Committee) 095-10. Councillor Kevin T.
